New employment means a filing for a new H-1B job, often a person's first H-1B (this can include someone already working at the company on student work authorization), as opposed to an extension or a transfer from another employer. Wage levels I to IV are the prevailing wage levels for the role and city, from entry level (I) to the most experienced (IV).
