It is not a visa approval or a hire: one LCA can cover a role that is never filled, and the visa itself is decided later by USCIS. Certified means the Department of Labor accepted the filing.

New employment means a filing for a new H-1B job, often a person's first H-1B (this can include someone already working at the company on student work authorization), as opposed to an extension or a transfer from another employer.
